한 책임자급 공무원은 기자의 질문이 불편했는지 곱지 않는 시선과 함께 “우리는 민원부서라 오래 자리를 비울 수 없다”고 목소리를 높였다.
모 부처에 배정된 청소담당구역을 찾아가 보았다. 정화활동이 한참 이뤄져 있어야 할 시간에 실·과 직원들은 단 한명도 보이지 않고, 폐형광등 묶음이 널부러져 있는가 하면, 도로 인근에는 쓰레기가 가득했다. 사실상 환경정화활동이 펼쳐진 곳이라고 보기 힘들어 보인다.
김제시가 이날 펼친 ‘국토 대청결운동’ 행사에는 수백명의 공무원이 투입된 걸로 추산되며, 김제시 환경과 관계자는 “정확한 투입인력 현황은 다음주 중으로 파악된다”고 전했다.
이번 행사의 의미를 높게 평가한다 하더라도 실제 김제시가 보여준 무성의하고 진정성 없는 두 시간은 수박겉핥기식의 보여주기식 행사에 가깝다는 지적을 면하기 어려워 보인다.
진정 시민들이 원하는건 이러한 전시행정이 아니라는 걸 김제시가 모르지는 않을 것으로 보여 더욱 안타까울 뿐이다.
