25일 인천시에 따르면 버스 준공영제는 재정지원금 사용의 투명성과 제도의 효율적 운영을 위해 지난해 10월 마련돼, 5개월여 동안 운송사업자와 전문가·시민 등 각계각층의 다양한 의견을 청취한 끝에 이번에 합의에 성공했다.
현재 준공영제 운영의 근간이 되고 있는 인천시와 버스조합 간의 이행협약서에는 회계감사를 버스조합 주관으로 실시하고, 인천시 재정지원금의 산정기준과 예산지원의 근거가 되는 표준운송원가 및 이행협약서를 변경하고자 할 때에도 버스조합이 합의해야만 가능하도록 돼 있다. 또한 준공영제를 중지하고자 할 때에도 버스조합의 합의가 있어야 가능하도록 규정하고 있다.
이에 인천시는 구조적인 문제 해결을 위해 지난해 표준운송원가 산정용역 실시와 함께 준공영제 참여 전체 운수회사에 대한 경영실태 점검 및 운수업체 차고지 45개소에 대한 이용실태 파악 등으로 표준운송원가 항목별 사용현황, 업체별 재무구조, 회계처리 실태, 차고지 운영현황 등을 면밀히 분석해 총12개 분야 19개 항목의 준공영제 제도 개선안을 마련했다.
이번 준공영제 개선과제 주요 합의내용으로는 인천시와 버스조합이 공동주관으로 전문용역기관을 선정해 회계감사실시 및 표준운송원가 결정, 준공영제 관련 조례 제정, 준공영제 참여 전체 업체가 통일된 1개의 회계시스템 의무사용, 준공영제 참여업체 총 결산내역 연 1회 인천시 홈페이지 공개, 부정행위 적발시 해당업체의 준공영제 제외, 임원인건비 지급 상한액 설정, 자본잠식업체의 재무구조 개선 의무화 등이다.
인천시는 이번 준공영제 개선 합의에 따라 준공영제 관련 조례 제정과 이행협약서 개정 등 안정적인 제도운영을 위한 후속 조치와 함께 표준운송원가 검증, 비혼잡시간 운행간격 조정, 버스차고지 조정 등을 통한 연료비 절감 등 재정절감 대책 마련에도 힘쓸 계획이다.
또 시민들의 편리한 대중교통 이용을 위해 노선개편도 추진할 계획으로 현재 장거리 간선버스 위주(75%)에서 주민생활과 밀접한 전철역, 상업시설, 학교, 공단 등을 현재보다 자주 운행할 수 있도록 지선버스 위주로 노선을 개편해 시내버스 이용 편의성과 승객 이용률을 높여 요금수입 증대도 도모할 계획이다.
인천시 관계자는 “준공영제 개선을 위한 협상에 인천시를 믿고 협력해준 버스조합 및 운송사업자에 감사한다”며 “이번 합의를 계기로 버스사업 발전을 위해 최선의 노력을 다할 것”이라고 말했다.
